The office of order: It manages and dispatches the various mails to the departments concerned and monitors and organizes incoming and outgoing mail and ensures its follow-up in addition to the other administrative tasks which may be entrusted to it such as organization and filing of documents and records.

Municipal regulation: This cell is responsible for the study of municipal by-laws and ensures the monitoring of the application of the laws, especially in the areas of building, health, control of public places and the fight against noise.

The name of the city originates in the memory of it's inhabitants , and as such it was called "El Borj", which was found on the shore of "Oued Sâad", this name was replaced by

Bouficha which designates a clay soil.
